ELIGIBLE ORGANIZATIONS
10:141-1.3 (in part):
An eligible organization shall be a non profit organization located in New Jersey which expends funds for direct services in full-time [regularly scheduled] programs to New Jersey residents who are developmentally disabled, which organization shall be affiliated with a national organization of the same type and purpose. The national organization shall have a bona fide charter or by-laws with objectives relating to the developmentally disabled and include a statement of purpose essentially the same as or closely similar to the statement of purpose contained in the by-laws of the State or local organization [applicant] and:

  • Have a Board of Directors which meets at least once a year;

  • Have chapters in at least 40 states;

  • Publish an annual report summarizing expenditures for programs and activities;

  • Engages in annual fund-raising as stated in the charter or by-laws and recognized by the National Information Bureau;

  • At least 75% of the eligible consumers of service shall be developmentally disabled.

Applicants must select services for which they will be eligible to receive Charity Racing Day funds distribution. The applicant must actually be providing the service to people with developmental disabilities during the year in which it will request fund distribution for that service. In general, CRD funds are distributed in the year following the year in which they were collected (from the NJ Racing Commission) and in which eligible services were performed by eligible participant organizations. Thus, funds collected in 1999 from the various New Jersey Race Tracks during the 3 designated Charity Racing Days are distributed in 2001 to organizations who were eligible as of 2000 to provide services and actually provided services for which they had been previously approved during 2000. Organizations applying in 2001 and approved in 2001 would submit service figures for eligible services provided in the calendar year 2001 by March, 2002, and would participate in fund distribution in 2002.
